All About The Looting Changes In Patch 3.3
After Patch 3.3 is added to legally roll need on an item using the Need Before Greed looting method:

If the item has spellpower, your class must not be a pure melee class

Your class must have the ability to equip the item
-
The item must be your class' dominant armor type
Some things won’t change. You will still be able to roll greed for any item looted by using the updated Need Before Greed looting method even after Patch 3.3 is applied.
The option to make a Disenchant Roll will be given to a group if any player with a high enough level of Enchanting is in the group when an item is looted by using the Need Before Greed or Group Loot methods. The Disenchant Roll is going to perform like a Greed Roll but the winning roller will get the disenchanted materials rather than the item. Both Disenchant and Greed Rolls are overridden if you roll Need on an item. Don’t forget that you have to click the Disenchant option on the loot window to make a Disenchant Roll.
"The Postmaster" will automatically send badges in case you’re disconnected.
